You have found the Nation of Meh.
They are not roused by your arrival, and think you have a dumb name. They probably will talk to you, though.

(the Nation of Meh is to the west of Reyk Figaro and to the far west of Zion's territory. I couldn't think of a good name, so I decided to use a funny video for this one.)

Have the Legion invade and capture this nation. Rename it to Rayk Figaro once captured, making the town of Rayk Figaro the main city. Have the MASON'S!! guild of Meh enslaved once we have the nation of Rayk Figaro established.

The Nation of Meh does not have a MASON'S GUILD. They have the much cheaper (yet much less productive) MEHSONS GROUPTHING.

That was the report. They're so completly opposite of the active, plotting, annoyingly overpriced MASON'S GUILD that the ninja cat almost fell asleep from boredom watching them.
