If we drained all the people, then why have the Mage School? it was pretty hard to get a bunch of wizards to stay in town.

Use psionics to gauge the skills of the inhabitants, take those that would be most likely to reach level 5-15 of a school and drain everybody  above and below that of magic energy.

The druids dieing might upset the sport-dwarves, but...
You go over to Yonder Forest and start draining the earthen mana from the forest, and the elven druids by proxy.
You feel something inside yourself and immediately stop and expel all your remaining magic, a mentor's warning rising to the top of your memory as you pass out in mid-air (but don't fall, since the air is somewhat magically charged now)

"Vix, never mix anything with metamana. no one knows what will happen, except that all 2 times it happened, it was bad."

Metamancy does not usually play well with other kinds of mana, except in some cases.
