Making raw crystal glass does not count towards rock crystal mandates.

'Rock Crystal' is a mined Gem, you can find it anywhere the mountain. In fact, you use up some when you make crystal Glass. Tell your Gem Cutter to cut some raw Rock Crystal, that should satisfy your noble.
