My guess is that it means that you straight up miss less.  The to hit chart looks something like this:

Attacker hits or misses - Fighter stat
Defender checks block with shield - Shield stat
Defender checks parry with weapon - Weapon skill (compared with opponent?)
Defender checks dodge - Dodge skill
Attacker hits - check weapon attack type, deal damage
Defender blocks with armor - Armor skill (?)

Novice costs 5, and Adequate costs 10, so the total cost is 15.  Not that it matters much, since there's very little you can do with 5 points.  You could get Misc Obj 1 I guess, in case you had to shield bash.
