I just wanted to know, is it unusual for the elves to make an empire? I though they stayed in a one square retreat, but the world I generated has two elven empires, and one is the biggest empire on the map.

I believe they expand no further than forested areas, but if you have a world with vast expanses of wood and/or interconnected forests, it's possible for them to reach that size. The same with dwarves with enough mountain zone, though a world like that would be a bitch to travel across.
