Richard is both more evil and chaotic. On purpose even.

Flandre is mentally pretty much just a child who never had a parent to teach her what not to implode into flames.

Being locked in the basement probably doesn't help either.

Flan is actually more chaotic, thought not evil at all I think. She's mostly just not right in the head though, in many ways.

I guess I vote for her. Because she's sister to CHARISMA.

Justice is an undead, immortal, gun-slinging cowboy warlock badass motherfucker who was beyond a shadow of a doubt the single greatest warrior in the entire world. I'm not sure who Dr. Weil is, but I'm sure he's not as chaotic OR evil as Justice, who has 10 solutions to every problem, and they all involve shooting you in the face!
