If your in it for the art then not really much issue with which group you start with. If you are semi serious about playing I'll have to echo what was earlier said about using vassel with the 40k mod to get a good feel for the different races. I personally prefer Tau and Nids myself.

That does sound like a good idea, and I have some vassal literate friends online whom I may be able to play with.
The only thing is, I have absolutely no idea how to properly play 40K. Sure, I've played games but I'll either have to buy the rulebook (Which costs £35. That's roughly $53.) or wait until I can nab it from a friend who plays avidly.

The Bolter and Chainsword has a pretty awesome section for the art side of things, and though they're still focused on power armour, a lot of the techniques there are useful even if you play, say, Tyranids.

Sorry for sounding like an adbot, but they really are a good community, aside from the aforementioned fustiness.

Hey. This is an on-topic question.

I'm thinking about also starting WH40K.
I started a while back but gave up owing to lack of funds. From that foray, I have a Imperial Guard Leman Russ, two Heavy Squads and a sentinel.
Now, when I think about starting again, I can't decide between going for Orkz, because they look damn fun to play, paint etc.
Or going for Imperial Guard because they're also awesome AND I already have some?
What do you guys think?

Imperials hands down. They have better more flexible codex with more powerful choices and you already have some pieces to use. Its funny that I don't have even one figurine and still I'm giving out advice about 40k. Anyway I'll quote myself:
