Wait, it has MR bumps and stuff as well? Does it have recuperation? O wait, I know what to do. Petrify. Mass Petrify. Cannot beat that. :P

If you have Civilization 4, try Fall from Heaven 2, specifically the Orbis submod (or maybe one of the other ones). There's a civ led by a lich with just this concept in mind. Even nature itself will be bled dry, incapable of supporting life!
