I'm gonna have to say "definitely maybe." There are a lot of variables involved, not the least of which is whether or not this is a glitch like the Adamantine Spire. However, it occurs to me that dfliquids from the DFHack library (which lets you place magma and obsidian) should permit warming of the brook to override the biome.

Theoretically.

For science.
It should be really simple to change temperatures, but there's no tool that would do it yet. Yeah. A temperature tool. Results ranging from absolute zero to center of the sun :D
I know for a fact that temperature is only updated around heat sources and above-ground, so there's even a good Fun-potential.

This is a heat trap. All hackdwarfship is of the highest quality. The center (H) contains an absolute-zero (or incredible heat) field with very high cost traffic designation. The side passages are normal. It menaces with spikes of Fun and tantrum spiral. On the design are images of goblins. The goblins are terrified.

... will it burn?

Allow me to repeat: Magma. The magma should warm the brook up, if placed directly below it.

As for heat traps, that's an interesting idea. I'm not certain how one would implement it.

i guess this is a worldgen screw up because the river must had eroded the land while still remaing frozen middair.
