That's where the 24 martial comes in handy.
If they try to call the cops on you for bribing them, you get few hundred troops together and sit around their house for a few weeks.
After you've been there for a while, she'll give up. Assuming, of course, that she owns only one home.
I'm not sure about the mechanics for renters, but I think that just means you invade the landowner's home as well.

Step 2) Educate random kid with Heritage focus with Glitterhoof

Step 3) Wait, hope horse doesn't horse around

Step 4) Give newly horse-cultured kid a county
