I think that swearing fealty to one isn't as gamey as constant imprison-banishing. Just acquiesce to the lesser evil, maybe pretend to be their religion while biding your time.

I've always considered doing this in other games but never needed to.  Now that I actually have a reason to, well... I didn't.  Again, brain fart.

Although being double at war and losing Turkistan if I am defeated might put a dent in my plan.  I got very unlucky, I beat the Cumanian king  in a defensive Holy War, only to have him immediately ousted and replaced by someone who didn't have a truce with me.

Take heart in that losing that Holy War might have been why he was ousted.

You give someone a city in the same manner you give someone a county, through the grant landed titles option in the diplomacy screen.

You must own the city yourself to do this. Most times cities inside your counties are owned by vassal Mayors. You could revoke the mayor's titles if your crown laws were high enough and then give it to someone else.

If you just wanted to hand over control of the mayor you could do it through the transfer vassal option in the diplomacy screen. The character on the receiving end would have to be Count level or higher.

Playing as Orthodox Empire of Russia. Orthodoxy for some reason no longer has any religious heads, most likely because we don't have a single holy site to our name and the entire Kingdom of Byzantine has changed their faith to an Orthodox heresy. So I invade and holy war the heretics and take back Byzantine and the entire duchy of Thrace.

I thought this will allow me to put an ecumenical patriarch back on the throne but nope. I do get an option to create the ecumenical patriarchy, but if I do that the game automatically ends as it makes ME the patriarch and the game won't let you continue if you do that.

I've tried giving a priest the provinces and the duchy but they don't create the title themselves for some reason. I might be doing it wrong though.

Really no idea what to do here now since Orthodoxy's authority is at a measly 15% which means heresies appear almost nonstop.

That's quite odd. I thought that if the ecumenical patriarch gets booted out of Constantinople they'll just bum around with the title but no actual holdings. Are you using any mods/using a save game from a few patches ago? The ecumenical patriarchy should be impossible to destroy so it sounds like there's a bug if he doesn't exist.
It also seems extremely odd that you lose the game if you get the ecumenical patriarchy title since it's technically a ducal title. When I was playing around with the papacy I could become the pope using the console as long as I was above king-tier already.

The other solution is to go catholic and forget about those greek pretenders to Rome. Crusades and excommunications ho!

Yeah I'm pretty sure this is a bug. He used to be there until the Nestorian heretics took over Constantinople (kinda my fault) so now I have no clue what they did to him.

I corrupted the entirety of all Orthodox countries everywhere when I went a little insane with my first king and converted him to Nestorian. Then I force converted as many people as I could and seeded all the people of the world with Nestorian heretics one way or another. After he died his grandson came back and I reverted Novgorod into Orthodoxy but I didn't realize just how badly I screwed over my faith. So now Russia is literally the only Orthodox country remaining and the patriachs are all MIA except for my personal one.

Not really keen on changing my religion to Catholic scum. Mostly because I want to consume them later.

Have you tried giving a bishop in constantinople the patriarchy via the console? It should create the title even if it doesn't exist, at least that's my experience with the Roman Empire.
