My god, what the hell.

I've only succeeded once on multiple times at 50%+ chance to arrest people. I've had to manually arrest so many people after short bloody wars. The percentages in this game are crap! Either that, or the RNG is giving me a very, very bad day.

Bishops are arseholes. Seriously, though, church levies are different laws, and even then they won't give you troops because they like the Pope more than you. Although that might just be taxes.
I could be wrong, but they only give you taxes if they like you more then the pope.
They never give you any troops at all (unless they are bishop-princes, in which case they give you troops like normal).

No, they give you troops if they like you enough or if they're mandated by law.

Assuming its not different for non-catholic religions (which it might well be), regular bishops retain 100% of troops as their levy irregardless of laws. Its possible that if they like you enough they will give you the troops, but my experience seems to disagree with it.
I could be wrong (since the game isn't booted up right now and it takes like 5 minutes to start it), but church levies specifically hold 100% of their troops to themselves except for bishop-princes.

I know that's not what it's like for Catholics. Just yesterday I was playing as House Nakonid i Lübeck, and noticed how I was getting much more troops from my bishopric than my city, which was surprising since bishoprics usually give a smaller amount.

Opinion dictates how much of the non mandated levy is given to you.  Church, city and feudal levy amounts are all set by different laws, same as taxes.

Just because a holding is in your county doesn't mean it is your vassal.  Someone in the past may have transferred the vassalage of the bishophric to another noble, or it may have been inherited out of your vassalage.  You can check a holdings fetalty by looking at the flag on the top right of it in the county view

After checking, it appears that a bishop can be loyal to three people: You, in which case you get the amount of levies that the law say you should get. Himself, in which case you get none (which is extremely odd and a bit nonsensical, especially if you are his direct liege lord). Or the pope, in which case you also get none (which is also a bit odd, since he can't ever actually raise the troops even if you declare war on him.
Larger levy laws only help you in a single case, and even then are a bit counterproductive (since if they like you enough you will get a significant portion of the levy anyways, but if they don't like you very much then you will get nothing no matter how harsh your laws are. And the harsher the laws are the less likely they will like you enough to give troops).

However, if a bishop IS going to give you troops, then he will probably give you more then a city because he already likes you a lot (and churches give lots of troops).

Finally, the description text on the church levy laws states:

The Prince-Bishops are expected to provide a [small/medium/large/whatever] amount of troops for the defense of the realm.
Which seems to imply that only Prince-Bishops are effected by the levy (they aren't actually, as they can easily be loyal to themselves too and give you no troops at all).

It's possible that my game has some large scale glitch effecting the amount of troops coming out of churches, but I doubt it (and if anyone really wants me too I will post screenshots of various churches and levy results and such, but uploading them is a bit of a pain, so unless someone specifically requests it I won't bother).

I build cities. Dat income. I also always put City Taxation higher as my opening move in every single game. They don't mind.

Personally, I always build castles in my own territories. I mean, once you get big enough money doesn't matter because you'll be rolling in it. But you will always need troops in case of internal rebellion in case your count+ vassals prove to be unreliable. And as far as I know castles give the best troops.

I build cities in coastal regions due to those awesome habours and churches everywhere else for the tech bonus. Once I have enough tech invested to start building unis it's full speed ahead for cities.

Money's nice to have, because Mercenaries and Building Even More Stuff. The majority of my personal counties are always building something, and there's always those dang empty fields you need to fill up with more castles for troops and cities for boats and research, so I rarely have more than 500 gold on hand at any given moment.

I think the churches are supposed to be a catch 22 - You can get lots of troops, money, and even research out of them, but there's a chance two of those won't help you any if your diplomacy is poor.
