Not small handkerchiefs, I meant bandana-like types.
Towel and duct tape can be used to make a very primitive, but somewhat working silencer in case we'll be confronted next few turns. Won't work as well as anything else though, but a "boom" is still more silent than "BOOM", and we'll need silence if we don't want attention. Kerchiefs are for hiding our face and wrapping our hands when doing mean shit to innocent people, which I'll have to do one time to settle down and never come up. Lighter fluid and matches are to make a certain corpse very, very awful-looking, to the point of "this thing is not my dear daughter, I'd rather believe the one with pistols". Knife is just useful, and I'll need it to work with duct tape anyway.
Oh no, I forgot something. Again.

Buy a cheap mirror, a pencil and a notebook.
Go search the streets for girls that look like us and don't have any special features like scars or moles. When we find one, pretend to do a public opinion poll and ask four cultural questions(do you like music, do you like reading, do you like TV, how often do you go to cinema), then ask if she lives alone. Mark the answers. If the subject lives with family, continue searching.
If the subject lives alone, follow her until we are the only two persons in view, then capture her by putting a gun to her back and leading her to a blind alley where she won't be heard or found for some time. When we're here, get her passport and money, memorize her hair color and find out where she lives. Then wrap our hands in kerchiefs, shove the third kerchief into her mouth, stun her with a bottle, strangle her, smash her face with a nearest brick until skull structure becomes too damaged to be recognized by relatives, cover her in lighter fluid and set her on fire.
Then go to the nearest hairdresser and dye our hair and brows to the color our victim had.
When we're finished, go home. A block or two from it we fall on our head, wait for ten to fifteen seconds without moving with closed eyes, stand up and continue walking.

Now, why did I plan all that killing and maiming. First and foremost, we didn't have a passport, nor we had a fixed identity, which is required to buy anything bigger than a chair. Second, we needed a backstory. Backstory is following: the fall has caused the amnesia, we came back, didn't remember a thing. Third, we needed a cover, so that we can go killing criminals and taking their money until we have enough to buy food for a month or so.

"Consistent 1's"? These rolls look like real dice, not random.org's "real" randomizer that goes insane every time a lightning strikes thirty miles away. So we will have one 1 in six rolls, which is acceptable when you see how many details are unnecessary.

Oh, and we also get her handbag, necklace, watch and earrings when she's dead but not yet messed up. Little details necessary for backstory. Unexplored handbags always contain Shrodinger's implements, too.

It's a reference to failing everything... not exactly 1's every major action, but fails every action, so either we dont find ANYONE that looks like us, or falls into the other categories, or she is a blackbelt and kicks our ass and reports us to the police when we try to nail her, or nobody beleives our story. there's just catastrofic failures in the plan...

Actually, I am using random.org, I just ignore some results to keep things interesting (And random. Four 2s in a row? Pfff that doesn't look very random to me.).
I'll try and put your plan into action later, with some slight changes to keep things interesting of course.

You decide you can't go on without a proper identity, nor can you make so much noise with that weapon of yours. You'll need a pipe, these can obviously be found outside. You take a look in that alley, you remember seeing something pipelike there. You found one, but it's metal, that won't do (2). "There's got to be one somewhere" you think, and there it is, a beautiful pvc pipe, coupled with a cork on it's end, now that's what you're talking about baby (4). You start cutting holes in the pipe with your knife. Oddly, it works way better than you thought, in no time you have perfectly perforated pipe (6). You tape the pipe, and tape the towel to it, looks like you have mighty fine silencer there (5).
You put it away, now for an ID. There must be someone in this city that looks remotely like you, taking their ID shouldn't be to hard. You take a look at your reflection in a window before leaving. It's about 10 PM, you haven't eaten since you were at Meredith's, or was it Martha? Such a kind old lady, it's a shame you can't remember her name. You enter a local restaurant, LARRY'S FALAFEL, nothing too fancy, but's enough to keep you satisfied. You pay $24 dollars for a roll, that's quite a bit, but whatever (2). You sit down to eat, when you're done, you decide to wait a bit before starting your search, it can wait.
...
Some time passes, you must have dozed off, good thing this place works 24/7 (3). You decide to start looking, it's 11:30, there are bound to people out. But wait, you might just no have too, you see a woman by the counter. She looks familiar, just like your reflection, but with black hair, very, very black (5). You follow her. "I'm gonna a way to lure her out of here, possibly to an alley" you give it a thought. It might work. You bump into her, "Oh I'm sorry. Wait.. My ring, I must have dropped ring. My fiancée will kill me. Oh no oh no oh no" "Oh I'm sorry miss" she says, "I'll help you find it". Yes, she took the bait (4). "It's got to be here somewhere" you say, moving into alley. She follows. You notice she's bent down, looking for whatever you dropped. You close in for the kill, a knife should do... Or, maybe not, her wallet just dropped. You move into a pocket of your jacket, but make a slight scraping sound (2). She turns around "Think fast!" You tell yourself. "Oh here it is" you tell her. "Thank you for your help miss.. what did you say your name was again?" "Tracy, glad I was able to help, hope you get into an trouble with you fiancée" she smiles, and leaves (3). Apparently you're a Tracy Heller now. Now to do something about this hair. You check your map, there's a hair salon about a mile away (1). A cab should do.
...
You leave the hair salon, all blacked up, you'll need to flee this state, not America, just this state. "Where am I anyway? Is this Florida?"
"This jacket looks to menacing" you think, you swap it out for a cotton trench-ish coat at some second hand store. Now to leave.

You're down to $330, have a silenced gun, three kerchiefs, a knife, some matches and lighter fluid. You've got 23 rounds.
Where do we go now? Flee? Stay?

Looked up on how to make a silencer, it's a bit more complex than just using a towel, but I'm no gun expert. Did the best I could, hopefully it's remotely close to the real life stuff.
Hope none of you are disappointed, pissed or anything. Trying to keep this interesting, post your thoughts and suggestions please (As well as usual commands and whatnot).
Anyway, it's 2:30 AM, I should really get some shuteye, I'm not even gonna proofread today. Enjoy, I sure did enjoy writing this.

Actual silencers don't work like a towel does, but towels do, although badly, focus the noise in one direction and muffle it in the others. A pipe makes it sort of real, though.
I'm a type of foreigner who's bad at States' geography, so next few turns are on you, Evergod.

We'll still try and get an ID before fleeing. Let's try our luck one last time. Find a public phonebook, search for Tracy Heller. Maybe this really is her last name. New action at #100.

Well, if we're in Florida then we can either try and charter a boat (or steal one) and then we could go to Cuba (or another island in the gulf), Mexico, Texas, or Louisiana. If no boat, could make it into Alabama or Georgia easily.  My vote is for Alabama.

I don't like leaving the US, so Mexico or Cuba are a no go, for now. There's a small spot where Florida and Mississippi are just a few miles apart, so Mississippi is also an option.
If we have Tracy's wallet, we have her driver's licence, and I pretty sure that's enough, though, looking through her house should't be all that bad.

Yes, but you go through Alabama to get there. Was mostly just listing the ones directly connected or easy to reach by water. (that's a very small piece of land to hit when you're not used to driving a boat on the open sea)

You didn't specify that we picked up her wallet. If we have her wallet, not only we can take her passport and a car - we have to. She will probably notice the loss of wallet and report to the cops by the end of this day, so it becomes invalid too fast for us to leave Florida.
Fleeing is delayed for now, we're gonna get legal.

Instead of cluelessly looking in a phonebook we find Tracy by address book, go to her house, examine nearby alleys, mark the ones that lead to sewers, find a brick and a bottle(kerchiefs should be on), look if we can go in and out of sewers by ourselves.

You didn't specify that we picked up her wallet.
Yeah, I was, but I must have omitted a word or two specifying so.
So... why didn't we kill her?
Because killing is evil. :-(

You get some sleep by a bench, everybody does it these days. Rain wakes you up at about six am, you're all re-energized and whatnot, ready for another day. Tracy must have noticed her wallet is missing by now, you're gonna need a more legal identity now. You decide it'd be best to look for Tracy's house, maybe you'd be able to grab some less "temporary" documents from there.
Hmm.. Tracy Heller, ah here we go three Tracys (2), only one in your area though (5). Washington street, that's shouldn't be very far.
You take a look at her house, an apartment building, she's supposed to live on the third floor. Now that you know what you're gonna attack, you need an escape route, a side alley or a sewer should do, preferably a clean sewer. These clothes are expensive! You find a rather dark alley near by (3), nobody should notice you in here. There's a door that supposedly leads to the sewer, it says SEWER on it, but unfortunately it's locked (1). Hope is not all lost though, you find another alley, leading you out to the other side (4). It's not a sewer, but you shouldn't have any problem getting away from here.
You grab a brick, you're gonna need this if you encounter someone, don't wanna leave a mess now do you?

It's about 7:00 am, you have a gun in one your pockets (It won't fit in that holster now that you've got a silencer on it), a brick, kerchiefs, matches, lighter fluid, a knife and 23 rounds. Do you attack?

I've tried using the RNG that comes with this machine's shell (let "tmp = $RANDOM % 7" && echo $tmp), and it seems to work quite nicely.

Ring the bell. If our "twin" shows up, listen. If nothing is heard from the apartment, pop inside while closing the door and threaten her with a knife until we are able to draw our pistol. If there are other people inside, look at her in shock and say nothing for a few seconds. If it is not the Tracy we search for, leave.

You walk in and take the stairs, your friend shouldn't be very far now. *DING DONG* You ring the bell by a door labeled TRACY HELLER. "COOMING!" the door unlocks, you see Tracy, she's wearing a 7-Eleven apron. "Hey!" You say smiling, "I'm sorry to bother you at such an early hour, but you seem to have dropped this last night". You pass her her wallet. "Oh hi, thanks" she says "Don't worry, I was just having breakfast" she answers. "Come in" (4) She leads you down to her kitchen while talking about how grateful she is for having her wallet back. "Oh! You dyed your hair" she says, "Yes, yes I did, do you like it?". "Oh it's wonderful. I didn't catch your name, what was it?" she asks. "I'm Susan" you say. "Oh well Susan, join me for breakfast, how's bacon and eggs sound to you?". "That's great" you answer.
...
She sits down, passing a plate to you. "Now! Now, is the time to strike" you think. *click* You click back the barrel of your gun and point it at her. "Get up! Get up now!" your gun misfires, luckily, nobody was hit (1). She starts crying and gets up. "Shut up! If you make the slightest noise I will blow your head off, capiche?". She nods, still crying. "Get your back against the wall, hands where I can see them!".
*knock knock knock*
Somebody is at the door. "Damn it" you think. "Stay here" you tell her, "don't try anything funny or you both get killed."
You hide your gun and open the door. A young man, maybe 20, could be 21 is looking very angry. "Tracy! What you did last night at the bar, that was not cool! I tried to make you happy, and all you did was walk away!" His face turns red. "We need to talk!". What a pathetic little kid. "Look, bub," you begin "I'll talk to you later, I really have to go now.". "What? bub? wh- Trac-" You close the door and lock it. "Go away" you tell him (5). That went well, this guy can help you leave later on, "back to out victim" you tell yourself. "Boyfriend problems? Hmph" "He though I was you?! Wh- no. What do you want from me" She says. "We do look alike, don't we Trace?"

You've got two rounds loaded and Tracy Heller against the wall. Blow her head off? Cremate her?
