Fastest way to designate multiple levels?

What's the fastest way to designate, say, a 10x10x99 volume?

What do you want to designate with? AFAIK, only burrows can be designated accross multiple levels.

Dig mostly.

Stairs would be nice, but since that can be done quickly in (and usually only needs) single-square columns with a combination of the mouse and keyboard, it's not so bad.

I'm aware of the macro stuff. I was just hoping there was an option or something that allowed multi-level designations. I thought I had seen something like that, but I guess it was burrows, as you mentioned.

One shift+arrow moves the cursor ten spaces, making 11 spaces total, and if you right-click a spot, it'll instantly move the designation cursor there, so you can use a combo of right-click and enter to designate big squares quickly.

But yeah, no multiple-level designations :<

Use macros.  Here's how I would designate a 3x3 up/down staircase:

1. open the designate menu
2. position the cursor
3. hit ctrl-r to begin recording
4. designate your 3x3 region for up/down staircase
5. return cursor to original position
6. go down one z-level
7. ctrl-r to stop recording
8. ctrl-s to save the macro

Now, to do 98 more levels of that, just open the designation menu, position where you would like to paste that macro and hit ctrl-p (I think).  It'll paste the stairs and advance you down one level.  Spam as much as needed.  Use ctrl-l to load different macros.

There are likely more efficient ways of doing the macroing, but this is the fastest that I've found.

Are the macros saved on a per-fortress basis? Or can I create a macro while playing one fortress, switch to another, and use the same macro again?

It would look like they are saves in data/init/macros, so yes you can use them cross-fort.

Download QuickFort. Make a spreadsheet for what you want, and just set the repeat to 99 and go make a sandwich or something, because it'll take a few minutes for something that huge. I use it for quickly making my bedroom levels or circles.
