I get this error in spurts; for years I won't get a single one, and then one year I'll get an error like this every 30 seconds.

My guess is it relates to vermin like spiders, but that's just a complete guess.

As far as I could tell, there was nothing near him but a Horse and its Foal.

Was either the Horse or its Foal assigned to a chain or cage?  Dwarves consider anything over the level of a Vermin sized creature to be a Dangerous Creature, and if they see an animal that has to be taken anywhere they'll cancel what they're doing to take it there.  I see this error all the time when I've got my milking operation running.  Dwarves take cows from their cage, milk them, then release them, prompting another dwarf to cancel their job to drag the dangerous cow back to its cage.

Ah, that would be it... the Horse and Foal were running around loose, and had never been assigned to a cage or chain. I don't have my Ranch set up yet.
