Because it just happened to me - So it began raining. No big deal. Then, while i was in one of those multistory apartments, it flooded outside. Now im afraid to open the door, out of fear that the Building will flood.
So anyway, i resorted to cannibalism to survive (I REFUSE to Shift+T out of this predicament by the way), so now im trying to work out if its safe to leave...?
And im interested to know overall, but ive come too far to die like this :/

Well, there was a river running right by the town, and the Ocean was within view on the far east side if that helps...

is there a waterfalll near the town`? if the lower part freees it is capable of flooding the surroundings
