I am lucky to have a couple of very talented bowyers in my fortress, who make lots of high quality bone crossbows.  I am wondering, however: if I assign crossbows/ranged weapons to the fortress guards (as well as ammo), will they shoot dwarf offenders with the crossbows and bolts, or will they just flog them with the bone crossbows?

I'm hoping they can be both harmless to my dwarves, and still useful as a military unit.

They are quite good, if you have Fortifications between them and the enemies.

No, no, I mean the guards like to punish dwarves as part of "justice", so if you give them nasty weapons they will kill people, but if they are not powerful they will not cause much damage.  I am hoping that if I give them bone crossbows they will just beat dwarf criminals with the crossbow, not shoot them.

Even if they don't shoot they will send them to the hospital, and a rib -> lung break is more then likely going to get someone.

Jail or guardless are the better ways, guardless is better.

You could also order them to use wooden training weapons.
