Significance of Site Leaders?

Does having more site leaders on the list of say of the local goblin have any impact?  What happens when I kill all their leaders?

The only impact is that the goblins have a larger number of champions to throw at you. Once they're all dead, only intermittent seiges with weaponmaster squad leaders seem to show up.

So is there anyway of guaranteeing a goblin civ with a large amount of leaders?  Oh and is a way to check how big their civ is before embarking?
