You get skill points from being human, and a feat I remember that gives you extra one. Also the basic way to raise int in ways that will help your skill points are wishes and/or really costly books.

I'm not sure about just letting you change your ability scores, even for an even trade.  With the way abilities work, it never really is an even trade.  Plus, part of the fun of the game is overcoming your character's weaknesses and such.

Your best bet is probably buying or looting a headband of intellect.  Later on you might manage to get a permanenced(Not a word) spell that increases your intelligence.

Neither of those will fix his issues though.

As far as I know, the only ways to get more skill points (other than bumping permanent Int) are:

-Taking a level or two of Rogue or some other high-skill class

-A feat that gives you 4-5 skill points; I don't remember the name

If you're looking for a bonus and not the literal points, there's Skill Focus and relevant +2 to two skills feats.

last time I heard a headband of intellect won't help. And to qualify for a prestige class it would need to be skill ranks alone, not skill points spent nor skill bonuses will help.

If you alter the character before the adventure starts it will probably be okay, a minor redistribution of your point-buy shouldn't break the world and if you can change to grey elf they are the same as PHB Elves except they also get +2 intelligence for -2 strength.

P.S.
 I have finally finalised my character, although I had hoped to have more gold left over...
 It is okay that I traded extend spell for quicken? I realised that I could by a metamagic rod of extend and that it would be better that way...

Squares or hexes, either works for me.

The Navy works under the assumption ships have magic users, the armory will have waterproof scrolls.

Same price? Can't find any info on them.

Sorry about all the water-questions, I'm just aware my character is going to be pretty soft in combat, so I'm trying to consider some tactical advantages in advance.

I have one suggestion for you. If you dump some of the superfluous stuff you have and buy a wand or two it will greatly increase your power.

At lest I think so, what are your thoughts in this other people?

Well, he wasn't really planned as a heavy damage dealer, and I'm pretty sure this isn't intended to be a completely combat-driven campaign. Any worthwhile wand would have used up half my starting capital. Some of the random shit is bound to come in handy, especially lacking a wizard.

Not the wine though. That is just for impromptu celebrations.

And magic missile, +9 shortbow attack, and sneak attacks keep me from being completely irrelevant in battle.

Cheap wands are only 750 and they are really quite useful for utility.

The wine is important, if I had not spent literally every gold piece I started with (and some of someone else's gold) I would have purchased some.

Anyway, your guy looks fine anyway.

Non alcohol stuff
: Cargo Kite 150gp, so she can resupply the ship without them needing to dock
: Big Honey Leather Tarpaulen: 40gp, protect non-water proof gear
left = 125

Alcohol
: 3 bottles of frostwine: 3x40 gp = 120gp

left = 5gp

Yeah, your wine is more expensive than my wine. I feel ousted. I appreciate your spirit, though.
