Raws say they cant have a skill, Migrant does.

I am currently playing an old version of DF, with Kobold Kamp. (link here.)
I realised that Kobolds couldnt be masons, so I was struggling to please my Sheriff. Then, along comes another wave of migrants, and one of them is a Mason. I say to my self "Eh, what the hell?" and decide to try making a workshop. He runs up and builds it. He is the only kobold able to do anything with stone now.
 So, I was just wondering, is this normal at all?

I probably have this in the wrong section. :c

The migrant generator acts as if it were generating dwarves. Therefore, it ignores any civ or creature-related restrictions on occupations. It also means you won't get lashers or pike users as migrants in 40d.
