Do note, though, that people who have never been to Jaycraft on their own will be guests, and as such limited to building in a relatively small portion of the map.
If they've been promoted here, it shouldn't care whether they arrive via portal.
Though I don't know what happens if they try to arrive via portal when they already exist on the current map...

They would.  That's really the point.  Otherwise this would just be the same as disconnecting from one and connecting to the other, and happening to be in a different location.  Because that's what it is.
In order for it to be relatively automatic, there's a client mod required.

also, people, feel free to use the tower that's half built there. it's accessible from below, so you may want to close off that opening on the bottom. or not, as it makes a good place to get in while running from ghasts.
