I'm still somewhat new to the game, so I thought this would be closer to a question about gameplay than a bug.

Currently, I have seeds in my food stockpile on all my new fortresses- About 15 or so Plump Helmet spawn that I want to start planting. Problem is that for some reason, when I go to set the crops for the seasons on my underground farm, it doesn't give me a list. Instead, it says something along the lines of "no seeds available", though I can't remember at the moment. The seeds sit in bags which are also in barrels upon a food stockpile- I can't get my farmers to hold the seeds either (holding it while it is marked to be "dumped" or after it's been claimed from a dump doesn't work either), so if it's a simple problem of getting it in their hands then I'm fairly certain I can figure it from there. Otherwise, I'm baffled at how I have "no seeds" while they're sitting there in stock.

You need to get the ground your plot is on muddied, channeling a hole in the floor of the level above your plot (off to the side a little to prevent opening the plot to the outside) then setting up a pond zone is the easiest and least likely to flood your fort.

It used to be, but in the current version all underground farms must be muddy.  This will probably change at some point.

So, just to clarify and make my understanding complete, with little/no chance of being wrong as of the current version:

Does an underground farms, when checking the list for the crops for the seasons, if not muddied, give no list at all?

Yes,  That is what you get.  Once you get some mud on the plot everything will work like normal.
