Another fluid dynamics question

Let's say I have a 8x8x8 structure filled with water. A "pipe" extends down from it, then over aways, snd then up into an identical structure. This second structure is hollow. Preventing the waterflow are some floodgates in the pipe.

My question is, does the cross sectional area of the pipe and/or the pipe connection to either structure have any impact on the flow rate when the floodgates open, including to any instantly teleported water?
