Dwarves and ramps

So, I'm building a tower up so that I can build a bridge a cross to the plateau where my fortress entrance is. That way, I can lift the bridge and be completely impenetrable. I am building with ramps so that caravans can go up... but it makes me build stairs. The Ramps are Caravan accessible, but the dwarves won't use them unless there are stairs available to each level. What the heck?

Nice one, not sure when I'll be feeling like killing a baby but these things are good to know.

I've had issues with ramps lately too. I'm pretty sure its my understanding of them thats the problem, but I don't know what I could be missing. The dwarves will go down them and not back up. Also all caravan accessible. Very strange.
