Machop is in the Firey Path, between the third and fourth badges. Magikarp can be caught with the Old Rod, so between the first and second badge. Taillow can be caught really soon (maybe in the next update). So which one do you want?

Wait, let me clarify the naming rules. For example, let's say that CJ gets his Magikarp, but I throw it in the PC. He is then free to reserve another pokemon to bear his name. However, Retro cannot currently reserve another pokemon, because his pokemon is currently in the main team.

Also, I probably won't use a Gyrados. One water pokemon(mudkip) is enough for a team.

When I beat Ruby for the first time (with my lvl 100 Swampert) I went to that tower with Rayquaza straight after beating the Elite Four. First pokemon I found? Shiny dusclops. He's now a shiny Dusknoir.
