I have absolutely no idea what's going on in this fort any more. Migrants arrive, they die for some reason, the fort is flooded for another reason, then dwarves go mad, more dwarves die and I'm just laughing in my distress.

Right- given a fortress of choice, The Stranger would probably choose Spire.
It's a prison world that's a floating island (or a few islands connected by floating rocks on zip lines, on account of the prisoner who was there for ten years). It's floating over a dying green sun. Don't fall off. It also has numerous complicated locks blocking progress (of course) and rocks that suddenly become live hand grenades for all intents and purposes when exposed to a specific frequency of sound (a machine needs to be activated for that).

Under any circumstances he can reliably have a hand crossbow (only useful for killing a single, unarmored person really) and a linking book- which acts as a teleporter to a specific location, but stays behind when used.

Caught unawares he (she?) may well be in the library on Myst Island, which among other things has linking books to D'ni (a very dwarfy underground city with miles of natural and artificial fortresses, as well as some steampunk gun turrets), Releeshan (the only populated area, where there are plenty of people loyal to him, but few soldiers) and Channelwood (a set of treehouses and docks on a flooded forest, which has a cache of medieval weapons).

If forced to hide The Stranger could likely evade anyone for centuries until his descendants are contacted by archaeologists, but we would probably consider that to be a defeat.

Well concerning hostile environment i will propably win....
I think i take a mix of those two:
The current and the former Homeworld of the Death Guard, Barbarus:

It is a Feral World which orbited near its dim yellow sun. The atmosphere is thick with virulent gases and a constant fog is spread across the planet. This makes it a very dark, dismal place of night with short, shadowy days. Only below the fog could humans survive, in the valleys and low plains.
Beings immune to the toxic fog survived within the toxic cloud and built great grey keeps in the mountains.

The city? His base in, was it the Himalayas?

I intend to do this.   I already have it all planned out.  Who needs to win against who in order to give my submissions the maximum possible advantage.  And how to get them to win.  And how to counter those arguments.  And...
