Is his damage resistance based on the amount of drama that would result?

At any rate, Isaac has fought incinerators before. He's survived. This includes a guy whose power is to drop meteors on you, and also several goddamned dragons.

Next time we have a contest like this people with HP counters should be excluded. They confuse me.

Remember, he doesn't care about this tournament. And he probably got Terra pregnant with his manly child anyway, so his purpose is fulfilled, and he's free to jet around the stars with his bloodcannon.

I'm afraid that I don't know very much about Roy's abilities, but it seems that he has an "I win" button in the form of "everything within an arbitrarily large radius (except myself) is incinerated". This seems overpowered (and thus against rule 9 in the original post). Of course, if I'm wrong, point it out, but otherwise a limitation will need to be imposed on his abilities.
He's human. If you're faster than him, or you take more than one hyper-fire to take down, then you have pretty good odds. Isaac happens to be neither of those things, hence why Mustang would take it.
I'm not sure it would be over that quick. We agreed in his last fight that Isaac could have access to all his djinn(or at least as many as one character can hold) and by using them he could quite easily dodge several explosions. Several have flashstep-like effects, or even a single turn of invincibility. He couldn't keep it up for very long, but by the time the djinn run out they will have collected enough to call down some of his bigger summons.

There's also the fact that as an RPG character Issac has taken plenty of explosions to the face already. But that can be scratched off as the game mechanics fault, since he can also fling things into the sun without killing them.

You could either rationalize that as everything in the GS universe being incredibly heat resistant, or flinging someone into the sun is a lot weaker than it looks. The former gives Isaac the win, the latter does not.

Unfortunately I have to go with the second. Flinging someone into the sun, fatal or not, should still remove them from the fight, and yet it doesn't.

RPG spells rarely care for logic. I mean Sephiroth destroys the solar system with one of his attacks. He does this repeatedly. And yet everything's fine after you beat him.

Read a book, and play a random match in street-fighter after every chapter.

it's the same experience.

Just about everyone in the military knows, and it's not classified information; it's brought up in conversation to deflate him whenever he gets a bit too haughty.

Isaac, as an RPG character, has access to what should be world-ending attacks, but they don't. Either those world-ending attacks are symbolic of much-less-epic sword swings or fireballs, or Isaac's attacks are far too weak to actually do damage to a regular human.

I think the fancy animations are, to a large effect, symbolic. Although the target has not actually been thrown into the sun, it would feel as if they have been thrown into the sun - it's a visual metaphor.

Due to this, I think his skill should be rated based off of what he can do out of battle. It's impossible to know what he can actually cast in combat, but he did defeat a giant two-headed dragon, defeat a large number of ancient guardians, etc.

My thoughts on his known abilties:
Isaac's main ability out of battle is to use a sort of telekinesis to move around large boulders and things. He can also burn away plants and freeze columns of water as tall as himself. He has some sort of innate ability that dispels mind-altering spells. This wouldn't be much use against Roy, but he has also shown himself to be one of the most athletic people in his world, through his victory in the Colosseum. Given the enemies he's defeated he probably also has control over elemental earth to the same extent Roy controls fire.

I've still gotta give the fight to  Roy though. Issac's pretty good, but he's also a kid from a very peaceful world. His powers are impressive, but he just doesn't have any experience apart from fighting monsters. He would hesitate before attacking, and that's all the time Roy would need.

It should also be mentioned that Roy had utterly annihilated a creature with similar physical capabilities to a dragon, with the exception of it being fully sentient and clever, and had the ability to regenerate from certain death at least a dozen times, most likely far more.

The two headed dragon was sentient. In fact, it was created from two powerful adepts being fused by the power of the earth lighthouse. Which is literally a beacon of raw elemental power, and the source of the very element of earth.
