Is it possible to change/alter the names of skills? So that I can make them unavailable to my races and change the names to things more fitting? Which RAW is that in?

Check the dwarven raw, they replace -man with -dwarf.

You can change profession names, from something like crossbowman to crossbowdwarf, or pretty much whatever you want.

I don't think you can change the name of skills though.

It changes the name of the skill too.

Example from Genesis:

[PROFESSION_NAME:CROSSBOWMAN:witchhunter:witchhunters]
