My troops aren't putting their equipment on.  I have plenty of it ready and not forbidden, but they aren't claiming it.  Any ideas what I'm doing wrong?

Have you gone through the [m]ilitary screen to the [e]quipment page and assigned them weapons?
Are your squads set to inactive = uniformed?
Are you playing 31.10? If not, have you got an arsenal dwarf yet?
Are the weapons etc in an accessible burrow?

And: how long are you waiting?  Even in 31.10 they take a while before heading to the changing room.
