They think the mini black hole could destroy it... but if they're wrong it will gain control of a black hole. They are scared to try for obvious reasons.
They tried tossing it into a black hole before. It came back only denser. Also I think that if they tried to pawn it off to another plane of existence it would just find its way back.

682 doesn't need to be killed, it only needs to be permanently incapacitated to prevent it from doing any more harm.

For example:

I simply cannot for the life of me remember which number it is, but there was one rock that would imprint on a person, follow that person around, burrow into his/her skin and scramble their organs into they died, where it would then move onto the next, closest person.

If this rock were made to 'imprint' onto 682, then it could be permanently crawling around inside of it, just screwing around with it's insides and keeping it perpetually weakened so it can't wreak havoc.

Or atleast as much havoc.

I don't know, it's main page describes that 682's containment facility is basically a giant acid bath that is constantly eating away at him, so I can only imagine that he can't adapt to everything. Now, it doesn't kill him, but it keeps him incapacitated.

Really, though, if anyone is sutied to killing 682, it's the GOC. They have anti-parathreat measures that the Foundation wouldn't look into, because their main goal is to destroy parathreats.

It also keeps escaping, though, and only some of those are during termination tests.
