The little girl who somehow makes people violent by being around her and gives them heart attacks when they try to hurt her failed to register on its radar as well. It's an odd image, a little girl drawing on the side of an unkillable giant lizard.

They tried, and [DATA EXPUNGED] followed by one of the O5 banning all contact between 682 and 914.

Also why don't we put him in that funnel thing that makes things smaller coming out the small end and crush it with a tank?
Or let the whole GOC Foundation take a shot?

Humm that would temporarily work, in the end I think he would grow back and be just as ineradicable while he was small but until then much less risk. I think the best way would be to suspend the vending machine over his cage high enough that he can not get to the fast enough and than order a glass of something that can kill him and let it drop down onto him.

Can you say acceptable losses?

Use Abel, Clef, Kondraki, Bright, Dmitri, Yoric, Task Force Pandora's Box, Task Force Red Dawn and all nearby GOC agents to eradicate it?

GOC Agents and the Task Forces, plus Yoric would be acceptable losses.

They think the mini black hole could destroy it... but if they're wrong it will gain control of a black hole. They are scared to try for obvious reasons.

I say lure it through a 093 portal and then smash the disk once on the other side. And set off a nuke in the room with all the other disks just in case. Won't kill it, but it will be trapped in a dimension with some sort of evil god-king of mankind orbiting the planet.

Also, Phantom, there is no way the Foundation and the GOC would work together, even though they do both want it destroyed.

It seems like the obvious way to trap 682 is to use the SCP that puts rooms and their contents into books (they tried it but it won against their attempted supermonster) and just make the story it's processing too short for 682 to find the SCP before it loops.
