Got em working.
Assign squad like normal.
Remove bolts from hunters.
Assign archery targets. Overlapping didn't seem to matter
Assign 200+ bolts per member
Set to off-duty, not all dwarves train off-duty so switch out those who don't and replace with new ones

Also I noticed that the many looted IRON BOLTS (1) were causing them to train very slowly as they had to go pick up ammo all the time. I dumped all those.

i highlighted what i believe to be whats causing most peoples problems

I ran into a rather brutal problem. After running out of arrows, every marksman went to melee their enemies in combat. Is there something I'm missing about this?

They should be stuck behind fortifications without a route to the goblins! Best to set up a burrow area around the edge of the fortifications and an alert that send most of the xbow squad to that burrow to defend it. They will rearm themselves. If you are giving them a kill order then they (I suspect) will go terminator on the target and forget about silly things like rearming or drinking or anything else.
