Yeah, if they pass through another empire's fleet, they atomatically attack.

Don't worry about giving away too much. The only one who cares about how much you give away is you. Just like I'm the only one who cares how much I give away.

Ok, that makes sense. Is there any way to NOT attack? As that's a sad waste of a scout...

The only ways to avoid attacking that I can think of are to have a higher cloak level than the other ship's sensor level, or to have a non-aggression treaty with the other empire. Non-aggression pacts come in three flavours:
 In neutral space: So long as neither party have any colonies in a star system, their ships will not attack each other in that system.
 In all systems: The two empires will not attack each other, though mines will probably still activate.
 Allow Colonisation: If you have one of the previous two treaty elements then you will not be permitted to colonise in a system which has one of the other empire's colonies in it. this overrides that and also prevents the parties from initiating tactical combat with each other.

A new thread joins the song, eyes must look inward, hunger subsides, Strength renews.
A song is sent beyond, it sings of within, of safety and threat.

With strength dwindling and an unknown presence nearby, it withdrew to the far side of a transition to rest and await companions. Soon a friend arrived, they exchanged greetings, and prepared to continue on their task, when the unknown presence also emerged from the transition.
 With no time for caution, it accelerated towards the new arrival as the friend did the same. As it neared, bizarre energies ploughed into its skin, casting flesh into the void, but the apparent source had little time to attack. It was soon upon the newcomer, jaws open it caught its victim. As the great shards tore through the entities crumpling form, shrapnel and fire ripped into flesh, but soon the injuries would heal. The newcomer had been crushed, the remaining fragments of its form drifted through space. The ordeal over, the eye heard the song, it had been granted rest, and would return to safer fields...

Ahh, that's what that file was (first hint, called battle report), I'll be sure to include it with the rest of the save data next time

General's Log. Date: 2401.4
It was inevitable, and it finally happened. First contact.
I don't know what was more surprising, for it to happen so close to home, or for they too to be human.
The Unification was all too prepared for these other factions to be foul alien creatures, to discover otherwise is unsettling to say the least.
It does, however, ease the interactions we will have in future.

Our initial interactions with them show them to them to follow a monarch in a greatly outdated method of succession by inheritance. Nevertheless, as humans this does create both an opportunity for alliance (or more) and the threat of corruption from a foreign culture.

The diplomats have already begun talks with these people over system rights.

In other news, we appear to have very nearly reached the limits at which our ships may return from, but this has fortunately coincided with the discovery of two chokepoint systems. Holding these will be key in the defense of the entire Unification.

I made a bit of a bold statement earlier this year, bold and probably foolish. I had made some rather insane assumptions regarding the alien species and our interactions with it. For one, I assumed they spoke our language, which is a strange assumption indeed, for it is a complex dialect that few minds could handle, and is nearly impossible to learn if not exposed to it since creation. The other assumption I made was that they were hostile, but after today I'm not sure they are capable of such thoughts. Our anthropologists believe that they must have been able to decipher what we meant, and that this offering was one of sincerest apology. The behavior was odd, and the gift simple, but we shall accept it, and take this opportunity to examine them more, if anything out of curiosity.
