In the past it was, before ASL was standardized, before deaf people had better access to education and people were more ignorant about it. Just because they cannot hear does NOT mean that they can't speak. I'm hard of hearing and am deaf without my hearing aids and I can talk just fine.

Those that are profoundly deaf from birth don't talk and use sign language. Depending on the severity of the hearing loss, they might learn to speak some.
