How do I get the 3D tool?

So there is this 3D tool. Where can I get it and how do I use that?

I don't think it works with 31.08 yet though; latest changelog says compatible with 31.01-05.

I tried running it on 31.08 anyway just in case and it didn't work.

If you look through the thread the file you need to get it to work with the latest version is in there. The filename is memory.xml, and you just need an updated version of that one file.
