Apparently it supposed to mean unchanging, reliable or dependable. It was also Queen Elizabeth I of England's (Henry VIII's daughter) motto, which was 'granted' to my city by royal charter. Wiki-powers go!

Though to be honest, the place hardly changes. I think the Games Workshop may have disappeared but that's about it. Lots of drunks too, but I don't venture into my village at night, let alone the city.

How could anyone not know that flag? Irish people are very good at immigration, and every Saint Patrick's day I go to bed with the green white and orange burned into my retinas.

Also, it really does not take a lot of effort to write no-one instead of no 1. This isn't msn.
