Nirur, actually, Knight Otu's action was more chaotic. He 1) diverted other god's action 2) to exterminate an unrelated race 3) by making them go berserk on each other's poor asses. Cheeetar was 1) just establishing a tradition that won't lead to anything harmful as long as aquatic elves don't go up 2) by exploiting a completely natural racial hatred mechanism. Cheeetar's action is Lawful Evil, Otu's is Chaotic Evil. This doesn't make Cheeetar's action less amoral than Otu's, though, since Otu was killing a forsaken race that is no longer needed on his planet.

The method by which I allow the elves to grow should prove entertaining, even if it isn't quite as morally corrupt as Nirur's brainwashing.
