Dwarven Laziness or Something More?

I had just embarked, and my wagon was right on a frozen river, I started mining into the rock right as the river thawed. Five Dwarves died, and the other two barely escaped as the river flooded the already mined out area. When they reached the surface they starved to death after several painful months. Right before the miner died a group of migrants arrived on the same frozen river. This section of the river doesn't melt except during summer. Anyway, the fort has been around for 2 1/2 years, and they still don't have an expedition leader or any nobles. Usually my Dwarves would elect a leader pretty quickly. Are they just lazy, or am I missing some requirement? Also, I have 38 Dwarves.

Are you using the latest version?

In earlier versions, there was a bug, in which the fort would not choose a new expedition leader upon the death of the original, resulting in the loss of noble positions.

The only way to fix that bug was to wait until a mayor was elected at 50 dwarves.

Though this bug has supposedly been fixed in the latest version, I've heard reports that it still occurs.

Yeah I'm playing the new version. So I should just wait for a mayor? Because it really sucks not having a military.

Well, I like to play it that they hated the Expedition Leader so much that they erased the office whatsoever. With him gone, nobody appoints the other nobles, and you've got a bunch of alcoholic maniacs (well, that's their usual state) derping so hard that they're herping because they don't have a tiniest idea of how to make someone a broker.
