Say I have captured many goblins/elves/kobolds. They're all in cages.

Normally I'd have them thrown off the 15-level high Tower Of Throwing Goblins Off The Top that I constructed, but I was wondering if it would be possible to convert them into controllable units, maybe even have them have children, that would be incorporated into the population of the fortress - mostly for use as entirely expendable units, i.e. sieging goblins appear, I would use the converted goblins to use up the enemy goblin archers ammunition, and other such activities. Or maybe an elf-milk farm, since the v0.31 allows that sort of thing.

Is it as simple as adding the [PET] tag to the creatures?

If they're in a civilization thats hostile to you - no, I don't think so.

If you play with some of the memory hacking utilities floating around you may be able to do this.  In vanilla DF, though, no.
