Actually it did, and it was terrible both as an X-Com and in general.  And to add insult to injury that game was apparently made from the scraps of a canceled game that looked like it would have been a lot better.  On the other hand the new XCOM seems like it has nothing to do with the actual franchise it ripped it's name off of whatsoever, so maybe it'll be any good at all if you pretend it has an actually appropriate title and ignore any possible meaningless lip service to it within the game.

What with the FBI investigator and the Black Oil Aliens, I suspect that they wanted to make an X-Files game but accidentially bought the rights to the wrong franchise.

Except that it would be totally illogical to buy a franchise in order to make a game that had no relation to it whatsoever.  At least Fallout 3 was ostensibly set in the same world.  If anything calling this new game XCOM seems like a clever attempt to defend the license without having to actually make use of it.  I mean, the alternative is suing anyone who infringes on their unused copyright right?  And that's probably not all that profitable compared to selling a game.
