Well, I'd slowly raise corporate taxes globally, under the guise of 'better education' or 'better healthcare'. The profits would actually go into my personal reserve. Using that reserve, I'd build a massive underground bunker, preferably completely self-sufficient.

From there, I recruit the best engineers/programmers/doctors/whatever and pay them ridiculously large sums of money to live there and research a top-secret project. They'd be developing a true human-brain interface, eventually transferring my mind completely onto a computer system.

Thus, effective immortality. I'd send copies of my mind to the moon and into space to act as backups in case the main brain fails. Maybe make a robot army, too? Anyway, then I'd fund the construction of nuclear silos across the world, in case those silly un-transcended humans ever consider disobeying me.

From there, the whole world is my playground -- no threat of death, I could order whatever I want. I might outlaw religion and order the extermination of believers for 5 years, then switch over and order the deaths of nonbelievers.

After I grew bored of messing around with the world in such minor ways, I'd probably nuke it all, exterminating most human life, then 'disappear'. I'd let human life and civilization build up once again, watching it all the while. Rinse and repeat.

I might get bored after a few hundred thousand years, but it'd be awesome. I mean, I'm not interested in causing misery for the sake of misery, but it'd be interesting to see how society would react.

tl;dr: Attain immortality and mess around with everyone, genocide, etc. You know, normal dictator stuff.

I'd immediately invite all the most brilliant economists, sociologists, futurists, politicians, etc. to an extremely long and boring meeting/series of meetings where people who actually have the competence to make the world a better place got to determine what to do next, reaching an unsatisfactory compromise than non the less is the best option in the long run. I'd act responsibly, sanely, and altruistically.

Here's what I'd try to do, before I was instantly assassinated.

Restructure established education methods with the help of this guy, increase education spending in developed countries, providing scholarships to teachers, send teachers to developing and third-world countries with attractive bonuses if they keep teaching there.

Simultaneously use a fraction of freed up defense/intelligence spending to create a global research and engineering consortium towards superconductivity, solar, food genetics (emphasizing production in barren areas), and nanofabrication. Establish X-Prize-like foundations rewarding important discoveries and achievements in these areas.

Shift defense spending to reinforce troublesome areas, invite refugees in these areas to new schools, collect and destroy local firearms, and then move army over so that cultural engineers can move in to make things more "compatible" (and here is where I begin to bother myself)

Build fission plants -everywhere-. No proliferation worries = no problem recycling waste. Defend plants with a fraction of idle army. Gradually shift to solar if superconductivity becomes viable over large distances, establishing a global energy grid.

Ship developing areas industrial surplus as nanofabrication techniques and improved miniaturization replace certain factories and larger chemical plants.

By this time, computers should be advanced enough to support a strong AI, regardless of how practical in terms of energy requirements (though I do think it'll be quite low).

I'd redo the justice system.  Get rid of most criminal laws where there is no victim, make it a criminal offence if a judge determines you sued for frivolous reasons, and make the death penalty the maximum penalty for most remaining crimes.  What?  You've been convicted of burglary 100 times?  Into the magma.  Raping and torturing little kids?  Into the magma.  Stole hundred of millions of dollars in one of the greatest ponzi schemes of all time?  Into the magma and all assets siezed.
Meanwhile I'd let my massive bureaucracy focus on improving the world' education, focusing on innovation, logic, and problem solving abilities.
I'd have free clinics set up across the world.  Not doing major stuff, but setting bones, diagnosing common illnesses, doing vacinations and sports physicals and other common, low-tech things.
I'd end welfare.  If you want to eat, you work.  If you don't want to work, and your friends and family can't provide for you, there is always the government approved suicide box.  If you can't find work, there is always work for the government related to my megaproject.
I'd gather the world's greatest minds and most of the world's resources into a megaproject.  We would either bring humanity to the Space-faring Age or burn out the world trying.  Because lets face it.  At the rate we are going, this planet will be mined out long before we make it past Mars with a spacecraft containing people.
A second group made up of scientists, engineers, and buisnesspeople would be tasked with using advanced technologies to improve the world. 
If it looked like we were going to fail, I'd have my third group made up of scientists and hippies release into the environment enough mind altering drugs to keep humanity in a peace and love state of mind for the next 10,000 years.
