Okay then, makes sense. I presume armor and shields work in the same way?
Armor is the same as weapons, but shields cost double (so they cost 2 points as long as you're under the tech cap), and engines have variable costs (see rules).

You really should try to read and understand the rules before playing a game like this. It's a strategy game, it's very important to know the rules well.

Your level of armor technology is Armor 2. The Naval Armed Transport has 3 Armor. The first armor point costs 1 point; the second armor point costs 1 point; but the third has exceeded your armor tech, so it costs double (2 points). That's a total of 4 points so far.
Now, you have engines 2. By the same reasoning, the first point costs 1, the second point costs 1, the third point costs 2, the fourth point costs 2 - and since you've now exceeded double your level of Engines technology, the fifth point costs 3. So for engines you're spending 9 points.
In total, that's 13 points. You only have Size Limits 1. Naval units have 8 size cap for each level of Size Limits you have. Since you only have one level, your size cap for naval units is 8*1=8. Now your industry cost is calculated by the regular cost, 13, multiplied by how much you are "over" your size limit. The formula is (points^2)/(sizecap). So, 13^2/8=21.125=22 (round up). The ship costs 22 industry.

Note, however, that you also need Cargo Capacity to carry units. You'll need 5 cargo capacity to carry the Colonist.

I don't want to put this in the turn itself, and editing old turns won't help, but here are Cheddarius' revised turns.
(Note: He had reduced production because of a city too close to his capital. We forgot about it, and didn't fix it, so he lost resources. As it was early enough that he has had no contact, I allowed him to send alternative turns.
This is also a great time for me to annhialate his MG turret, which was only there so the player next to his capital couldn't rush him.)

This is Captain Frederick. Supporters of the Sons of Redemption have increased in number. They feel that this ship should be driven into Siren, at which point we will all "get on with our lives." They fail to understand the massive casualties that we would incur if such an action was taken, and refuse to listen to reason.

Two new groups have also appeared: The Earth Alliance, and the New Order. The Earth alliance believes that Earth is our only true home, and that we should return. The New Order .... Utter fanatics. They seek total control of this vessel, at which point they will glass Krinn and begin unloading nuclear ordnance at Siren until their demands are met - namely, a shuttle sent to retrieve certain leaders, who will then take control of the colony by threat of nuclear annihilation.

I will personally activate the destruct sequence on all on-board nuclear devices should it appear that The New Order is in a position to take control. As it is, most of the populace is willing to wait it out until you ........ *transmission end*

I believe I'm under the production cost. IIRC technology takes effect the same turn it's researched.

8x 2/1/0/0 (Land) = 24 IP
Colonist = 15 IP
49 IP total, with 45 useable to spend this turn.
