If I were to put attack on a bomber, what would that allow me to do?
Attack units, of course. Same as putting attack on anything else.
Also, you can't move the colonist. That would involve the bomber going to L15, and then dropping the colonist into the sea, which wouldn't work.
Besides which, if your colonist moves, it won't be able to establish a city that turn.

Can someone help me figure out the cost of upgrading my Naval Attack Ships to 3/2/0/3? The formula would be...

16-8+3, right? which would be... 11, right?

With this tech:
Weapons 2
Armor 2
Engines 2
Size Limits 1

Has the following costs:
(2 + 2) + 2 + (2 + 2) = 10.
Size limit for a sea unit with Size Limits 1 is 8.
10*10/8 = 12.5 = 13 IP cost.

I have been questioned, and have made a few rulings with regards to space exploration and early space flight:
The first person to enter space with a non-missile unit will reveal the Alpha Centauri System map for all players.
   It will be flat. I could do 3D, but it would needlessly complicate things.
   It will be static. I can't be bothered to keep track of orbiting things, nor would it add much.
   It will be similar to the planetary maps.
Anybody ending a turn with a unit adjacent to, or launching a missile at, an unexplored celestial body receives a PMed map of it. Anything ending a turn on the surface of one reveals it to everybody.
You are able to launch a bomber (or fighter) into orbit, and have it launch a fighter (or bomber, if so inclined) from there.
   Fighters and bombers in space still consume the same amount of fuel, even while stationary.
Anything with cargo space is assumed to be carrying enough fuel to resupply and refuel whatever it's carrying. Fuel logistics are beyond the scope of this game.

A Man dressed robed in pastle colours of the different shades of green, though mainly of a lighter colour to each shade, approached the woman. His eyes were compleatly glazed over, disallowing him of his sight, yet he walked as if he knew where everything was and whom he was speaking to. Even his head moved as if to regard the Dwarf, flag and woman. A Small drone hovered beside him, and as he tapped its flat top a small gridded map flickered to life above it, revealing the continate on which they had settled, a cyan colour shaded the no mans land between the two cities. The drone shifted its location between the two...

"Our scans of the continaet revealed 2 things.
1// There are three optimal locations for settlement that does not require transportation over sea.
2// That of the 3 locations, two of which are avaible to both colonies."


The man touched three locations on the map, highlighting them, those locations were, D18 (the matter of discussion), M19 (A location with a questionable gain due to the Icecap located south of it) and  L22 (Located eastward of the Light Green's settlement...

"Now we do not wish to imbune hostilites so soon after an alliance was met, nor do we in the near future, but the locations of D18 and M19 are questionable, whom of the two colonies should gain 3 settlements on this Continate???" His head tilted in a questioning look, the unseeing eyes 'looking' for an answer...

The Blue Ambassador mysteriously produces two sheets of apparently blank parchment and reviews them. "The pixies predicted two forms that the green civilisation would take. I'll not insult you with the latter prediction and only address the former. It was concluded that your people would settle at these points" The Ambassador indicates the points M19 and L22. She then indicates the position of E21 "with your capital expanding to have a port at this location. We have made no secret of our intention to populate the areas northwest of our agreed military exclusion, and hope that this spirit of honesty can maintain the goodwill between our peoples."

P.S.
 Please add some Cyan dots or lines or something to the map at these co-ordinates.
Also offering a treaty so that none of our units enter the hexes at E19, F18, G19, H18, I19, J18, k19, or L18.

"This is a sign of peace and restraint, place it upon a single one of your coloniser craft and it will travel unimpeded. However, I cannot vouch for the safety of any escorts that come within a day's journey of our homes." The Blue Ambassador rises to an impressive height, curtseys, and leaves, following the flagbearer. The pair disappear into the wilderness with unnatural speed.*

P.S.
 I don't believe that travelling through the restricted area would actually be any faster.

Tomorrow, probably. I need to spend some time fixing the rules.

Note: I think I failed to put it in the rules, but the game ends when all players unanimously agree to end it. I will likely start another game at some point, starting where this leaves off but with completely different rules.
That may be delayed if popular demand requests another game by similar rules to this, and/or by general apathy.
