I have a system for this.  It's fairly simple, maybe a bit wrong-headed, but it gets the job(s) done relatively quickly:  Anyone who will be performing an important, or full-time, task, like miners, masons (rock doors, cabinets, blocks on repeat), carpenters (beds, barrels, BINS BINS BINS), the manager, and the bookkeeper, I disable most or all hauling tasks for.  Everyone else, especially fresh spearcatchers migrants get at least Masonry (construction team, remember to set a few Mason's Shops min. skill above Novice), Stone Detailing (smoothing floors and walls EVERYWHERE), Mechanics (constructing and loading traps quickly and efficiently), and every hauling task available.  This should allow you to tackle any large resource relocation or room improvement with minimal hassle. 

This is exactly what I do.

I  hire them for local labors, so the herbalist, deos also brewery, The Cheff does kitche, threshing, Basically the starting seven have to be jacks-of-all-trades, until the next wave of immigrants arrives. then I can free Dwoarfs who's skills overlap. woodcutter/carpenter is a perfect target for freeing up a duty by assinging it to another dworf.

Also, some skill - mechanics,animal caretaker, animal trainer - don't merit a whole specialist dwarf, so I give these skills to everyone. I stiill start with a fully skilled Architect, to add room value, though it's probably not necessary.  Still, happy thoughts from crossing the dtrading depot is nice.

Dwarf Therapist is pretty much a must-have in my book.  All other utilities are mere conveniences, DT, on the other hand, actually makes the game playable for me.

This is exactly what I do.

Almost exactly what I do as well.
In my current 20-adult fort, I have 1 dwarf dedicated to each 'essential' task (except my 2 miners and farmer/chef farmer/brewer from the starting 7). Everyone has all non-mood-able skills enabled (butchery, tanning, masonry, hauling, animal care, that type of thing). Was lucky enough to get a high-master immigrant mason, and a strange-mood legendary engraver. Anyone who's already had a mood gets mood-able skills that I don't want, like gem cutting.

Does that make sense? I'm trying to post when I should be sleeping again...

I have a Drone system - my 'dedicated haulers' actually have 30 jobs enabled each (1 button click on Dwarf Therapist) so they do everything from threshing to furnace operating interchangeably. Notably, stone detailing is NOT one of those 30 jobs - I prefer having hand-picked mural artists to get trained up to Mastership and then tell them to engrave on everything they've smoothed out over the years.

+1 for this, DT is needed only slightly less than DF itself. I just set things building until there are only X number of idlers, those are the dwarves that will end up hauling

I always like having a system on how I run my jobs using objective rulesets (i.e. All migrants can only be set either to the job they are named by (if you are 'called' a butcher, then you can only be a butcher), become a noble, or military). 

Most of my dwarves have hauling on.  Exception goes to the nobles, who get the more intense jobs turned off (stone, food..) to attend to their other actions (they also get Pumping, and Animal Care, and a few others).

Legendaries, meanwhile, get their hauling jobs turned off, but that's more to Spoil them (they also get rooms bigger than most nobles with furniture based on their Likes)

I do have 'dedicated' haulers' which are people with jobs that don't get used often (i.e. soap maker, wood carver).

I constantly tweak it though.  I REALLY want to be able to set large stone hauling jobs to clean up the place (never liked using the dump trick).  I need a 'standard' though to doing so.  I can't just say "I don't need soapmakers much so they haul while carpenters don't".  Perhaps "if 2 dwarfs share a profession, the most skilled doesn't haul stone/food while the first one does"

People can get used to anything.  Once you have used dwarf therapist, however, going and changing jobs on 50 dwarves manually just becomes tedious and inefficient.  I mean it is a matter of spending 10 minutes going through each dwarf, or 30 seconds going down the list in DT.
*shrug* I dont doubt it's really useful but it doesn't bother me.  After I get 100 or so dwarves I've got enough doing all the jobs that need done, micro managing every single migrant becomes a bit irrelevant.

I agree, if someone doesn't have a job I need immediately, they get the *Hauler* profession slapped on them in DT. Once my fortress starts to get big I'll turn off certain types of hauling for some (and use the orders screen to turn wood/stone hauling on and off) when I need other things done. My forts are clean, and workshops uncluttered.

Most of my fort is haulers. They do all the unskilled jobs, everything from woodcutting to construction to hauling to plant processing. Essentially, if the item has no quality modifier, it's done by "haulers". I had one fort where all of my haulers were either legendary pump operators or masons (or in rare cases, both) from my dwarf powered obsidian farm. They would pump the magma and water by hand, then my miners would carve it out and they would produce obsidian blocks 25 at a time, then stack them in bins, carry them up 13-27 flights of stairs, and build walls and floors out of them.

A few skilled workers can do about the same in terms of workshop jobs, but there's no need to train up a few specific workers when you can have five haulers doing the same jobs in the same time (and have the advantage of not causing a bottleneck if a single key worker decides to take two months to eat, drink, and take a break).
