Tip: If you know you won't have internet switch it into ofline mode.
You need to connect to the steam servers just to start steam, if you can't do that you can't even switch it to offline mode, and there is no way(as far as I know) to start it in offline mode.

This is just a straight-up fallacy.  If you have no internet connection at all, Steam prompts you to start in Offline Mode.  If it can't make the connection after a few minutes, it gives you the same prompt. 

There are rumblings that after X number of days Steam is REQUIRED to phone-home, but you can just go to the game install directory and run the exe's straight from there if that's the case.

Sure there is, all it takes is a certain DLL and some cracking knowledge. Or if you're cheap, you can search online for the steam cracks.

As for the CD-keys, not really. They're usually in the registry, in a .ini, or in a file in the game's folder somewhere. Steam already creates the proper cdkey settings for you for some games, but for others (like games for windows live) you need to input them manually, but that only happens once.

Meh fuck steam, for a 1.5mb hotfix for X3 Terran conflict, it has to redownload the entire 7gb game... I hadn't even modded the game at all so there was no reason for it to delete everything and download the entire thing over...

If I may ask, why is your account disabled? 

I will say that is the one thing I really, REALLY dislike about steam, that there is potential to lose a huge collection of games in the name of security.

I repeat: After three-four weeks off-line, Steam wanted to phone home, and refused to open any game, period. This happened last summer and again around X-mas last year, and then again in early march this year. I have witnesses!!!!
