You should do this, but only after you calmly discuss the matter. If he rejects civilized negotiation, then you can commence with antagonizing him.

Well. I guess I'm not eating today.
It seems any place that does decent food in this shitty suburb doesn't open 'til eleven o'clock, save for one cafe that opens at an acceptable hour and does good food but is ludicrously expensive.

I don't plan on giving these lazy fucks any more business.
