I was using donjon. The fractal world generator basically gives me Pangea and a couple outlying islands every time and the server's always too busy to make a hex map.

If you have Civ5, you could use the map editor for that to make your hex maps. Wesnoth is also a cheaper alternative.

If you'd like more control over the process, you can also fire up GIMP, generate some Solid Noise fog, then Colors>Threshold to block out landmasses. Then you can random up the coastlines this way. If you want more than just basic landmasses blocked out, you can duplicate the fog layer a bunch of times and apply progressively higher thresholds to get concentric shapes, whose edges you can then random up independently. If you want to get real fancy, you can mask each layer with more Solid Noise before duplicating it, so that each one has a few more areas randomly blanked out. Thresholds should be applied after any of that nonsense, after applying the mask (and before the coastline sort of steps). Then blur each layer above the first in order to blend them.

If you want to get super mega ultra fancy there's always this. You'll need some flavor of Photoshop, for that, though, but fortunately CS2 was released for free a while back and works just fine.

You don't need Steam to play Wesnoth. I'm not sure you even can play it with Steam. It's a freeware game (as in actual freeware, not free-to-play crap) turn-based tactical game.

You don't need Steam to play Wesnoth. I'm not sure you even can play it with Steam. It's a freeware game (as in actual freeware, not free-to-play crap) turn-based tactical game.
You can add it as a non-Steam game and launch it from Steam, but you don't need it to play Wesnoth.
