Police have not yet identified the prank caller, but they hope to track him down using his IP address.

Investigators said the caller likely used the teen’s IP address to find his home address.

Or they know each other and he used Skype. Your IP Address only narrows you down to a couple hundred people, at least.

The police can just ask the ISP who the IP address corresponds to.

The rules to be proposed on Thursday, according to an FCC spokesman, will require ISPs to offer "a baseline level of service" to their subscribers while allowing them to "enter into individual negotiations with content providers."

Once again, our government conflates money with freedom. Just because you offer everyone a baseline does not somehow magically make preferential service and secret contracts fair and equitable. In fact, all it's doing is driving down the level of service offered to everyone for that "baseline", in order to make the paid tiers more attractive.

...Is it sad that the moment you mentioned viruses the notes I've been revising for the last few days were run through in my brain, from the contractile sheaths to bacteriophages and their life cycles? And also how they get into a cell, and some have transcriptase which turns RNA into DNA which implements itself into the DNA code of the host cell, driving it hard like a monkey until it produces new viruses, gives them protein coats and them succumbs to cell lysis, which releases up to a thousand kiddy viruses?
