And yet, the explanation they're going with is that, by running into traffic and then putting his hand in his pocket, he created a situation where the police were obligated to shoot at him, and so he bears responsibility all the consequences of their decision to do so. Interestingly, every comma after the word "by" in that sentence marks a point at which nothing makes sense.
I know they used that excuse back during they were still allowed to freely blowout tires in high speed chases but this is beyond retarded, they were at tazzing distance but decide to go all gun ho, those idiots missed so bad i mean its not like the guy was running off.
