It's half of an actual saying. Something along the lines of "Sweating like a rapist in a..."
With "..." being replaced with something like a playground or a rehab clinic or somewhere else where a rapist would be focusing for reasons.

We broke a rainfall record set back in the 20's in week. There have been over 500 blackouts in some areas, even if they don't last more than a minute each as the system reroutes power around damaged areas.

Unrelated RAEG: So fucking tired to dealing with people higher up the organizational food chain who don't want to be bothered to DO THEIR GODDAMN JOB THAT THEY ARE PAID REAL MONEY FOR, and as a result make my job ten times harder than it needs to be.

Step 1: Discover major inefficiency in a process.
Step 2: Painstakingly craft an email fully and gently explaining the inefficiency and suggesting some alternatives to such people as would be in a position to change the process, resulting in a better outcome for everyone.
Step 3: Get told to shut the fuck up and mind my own business, or alternately get completely ignored.
Step 4: Experience a moment of Kafkaesque epiphany, then go back to doing yet more unnecessary work.

Aye, Touhou 6: Embodiment of Scarlet Devil is the english title as far as I know. (The direct translation os 'eastern lands' though according to the wiki.)
